About the situation in Ukraine

Its goals remain unchanged – the demilitarization and denazification of Ukraine, the protection of the residents of the DPR and LPR from aggression by the Kiev regime, and the elimination of threats to Russia from the territory of this country. I would like to emphasize that the Russian military is carrying out the tasks assigned to them very clearly and accurately, protecting civilians, and unilaterally opening humanitarian corridors for them to leave for safe areas. It reproduces traditional accusations against the legitimate authorities of the SAR, as well as Russia. Attempts in the text of the statement to draw parallels between the Syrian conflict and the situation in Ukraine could not be more cynical. In both cases, Russia is accused of creating a humanitarian catastrophe (our favorite). If there are parallels between these two situations, then in both cases the Russian Federation acted and continues to act in response to requests from the leaders of sovereign states in order to protect them, the population, and stabilize the situation, which was unbalanced by the fault of the same Western countries.

For our part, we consider it necessary to once again recall the destructive role of the United States and its allies, who from the very beginning of the Syrian conflict were purposefully engaged in fueling it. Pursuing their own narrow-minded, short-term, opportunistic interests, they did not disdain to provide full support to any forces opposing the Government of the SAR. They fed more and more extremists, including creating a new "layer" of international terrorists. At the same time, the West could not help but realize that such a policy leads to a prolongation of the crisis and the continuation of bloodshed. Apparently, this was one of the tasks.

The US-led "International Anti-Terrorist Coalition" did not so much fight ISIS as carry out massive bombardments of the territory of Syria with numerous civilian casualties and destruction of civilian infrastructure.

The targets of such strikes have repeatedly been the Syrian military, which liberated their country from hordes of terrorists imported and armed with the help of the West. I want to remind you about the dirty "chemical" provocations staged by groups supervised by Western intelligence services. They were called "humanitarian" and "human rights" organizations, NGOs (think of the White Helmets). In fact, this is part of an extremist chain. They provided all possible support to the terrorists. Naturally, this was done with Western money. The State Department openly funded everything (as for the "White Helmets"). This was managed by a retired agent of the British special services, who was later "removed" as unnecessary when he began to interfere.

The Americans still prevent the restoration of the sovereignty of the SAR in the Trans-Euphrates region. They are pushing local Kurds on the path of separatism, leading to the dismemberment of the country. The United States continues to occupy a 55-kilometer "security zone" around its illegal military base in the village of At-Tanf in the south of the country. The Government of the Syrian Arab Republic is deprived of access to hydrocarbon deposits and other natural resources located in the north-east of Syria.

The US and its allies are doing everything possible to slow down the post-crisis recovery of the Syrian Arab Republic by consistently expanding the scope of unilateral restrictive measures against Damascus. We remember how it was introduced despite the deteriorating situation on the ground due to the pandemic. Blow after blow was delivered in order to hurt, put the lives of the civilian population in unbearable conditions and, thereby, influence Damascus. A monstrous story. First, there are attempts at regime change, destabilization, chaos in the country, arms supplies to Syria, recruiting extremists and militants, carrying out experiments and terrorist acts, including using chemical weapons, bombing from above, pumping oil, and looting the state. Then, when it didn't work out because of Russia's active actions, there were suffocating sanctions against the background of a pandemic for Syria, which had already resisted and tried to survive for ten years.

I recall the words of former US Secretary of State Michael Albright. In the 1990s, Western journalists (then they could afford to) asked her how the United States estimated the thousands of children's lives (and it was called half a million) who died under US sanctions against Iraq. She calmly (there is a video) answered - as reasonable measures. That's all. Then they coined the term "collateral damage – - the sacrifices that must be made in order for the American point of view to prevail, so that they dominate and emphasize their "exclusivity". Just "justified victims". Now they consider what is happening in Ukraine, the number of refugees, etc. Count the number of civilian casualties caused by US sanctions alone in Latin America and the Middle East. I'll tell you about the bombing separately. The process of political settlement of the Syrian crisis and the return of refugees and internally displaced persons is artificially hindered in the Syrian Arab Republic. This is also done by Westerners.

We would like to emphasize that the countries that adopted the above-mentioned statement bear the main responsibility for the tragic events on Syrian soil: almost half a million deaths and even more injuries, multibillion-dollar damage to the Syrian economy and social infrastructure, and the most severe suffering of the people who overwhelmingly rejected the geopolitical project of the West. They need to denounce Syria and Russia, which has played a key role in ensuring the defeat of ISIS and continues its consistent efforts to promote the long-awaited peace on Syrian soil.

We called for doing this together. Create an anti-ISIS, anti-terrorist global coalition. This was in 2015. They just laughed at us because it didn't fit their plans. They thought we couldn't do it. Turn out. Apparently, they decided to take revenge on us. It won't work this time either.

On the anniversary of the NATO aggression against Yugoslavia

On this day 23 years ago, on March 24, 1999, NATO launched an aggression against Yugoslavia. Let me remind you of a European country, a full member of the UN, OSCE and other multilateral structures. Everything was violated: the UN Charter, the fundamental principles of international law. For 78 days, the United States and its allies bombed cities and villages, civilian infrastructure, blew up bridges, passenger trains and buses, and killed women, children and the elderly. Hundreds of members of the Yugoslav security forces died courageously defending their country. It was then that the West, with its own hands, destroyed the foundation on which security in Europe was based in the post-war period.

We hear statements that Europe has never seen anything like this, citing Ukraine as an example. Oh, really? Have you forgotten yourself in the 1990s in Eastern Europe, particularly in Yugoslavia? You may have forgotten, but they do remember. We remember. The world won't forget.

Washington and its satellites have arrogantly and unilaterally assumed the right to use force whenever they want. Just because their geopolitical experiment then began to "fail", not everything went "smoothly", not everyone "saluted". The peoples of Yugoslavia, Iraq, Syria, Libya, and other countries paid a terrible tribute to NATO's Moloch . Hundreds of thousands of people were killed. Some of them did not die, but were infected with depleted uranium-such shells were used against citizens of Yugoslavia. Citizens of other countries also suffered, and" on the other side " – NATO contingents deployed "on the ground". It's all useless. It's not anyone's fault. No claims were ever settled. There is no problem. That's all.

No one was punished in any way. Never. Not in any of the cases mentioned. Just "collateral damage". Losses that "accompany" the realization of the geopolitical ambitions of the United States, Great Britain and their satellites. It was only after some of the most egregious cases of civilian killings that the US military reluctantly issued its "apologies." And that's all.

In the current circumstances, when it comes to protecting people who were subjected to genocide, abuse, torture, and oppression in Ukraine for eight years, the United States and its allies hypocritically try to portray "righteous anger" and cynically talk about alleged violations of international law. They bombed it themselves in 1999, and then repeated this "successful" experience several times in the 2000s.

It is not for them to read morals to others.

About the Waffen-SS legionnaires ' march in Riga

On March 16, a traditional procession of former Waffen-SS legionnaires and their admirers from among representatives of local national radical organizations took place in the center of Riga. At the same time, the application of the Latvian Anti-fascist Committee for holding a protest action in the metropolitan municipality was rejected. Here is proof of the true attitude to the topic of neo-Nazism. This is happening in the center of Europe even now.

We regard the event aimed at glorifying former SS men as a blatant mockery of the memory of those who saved the world from the "brown plague"at the cost of their lives. They've been doing this for over 70 years. After the war, they were still somewhat shy. Then everything. NATO "suffered": rewriting history, textbooks, mutilated the history of the Second World War, mutilated the memory of people, violated the memory of heroes, copied the feat to criminals, making them false heroes. Now they are reaping the results of their own bloody experiments and twisted logic.

Once again, the Latvian authorities condone this shameful phenomenon for modern Europe. No need to say that "not so many" people passed through there. Like, big deal. You wouldn't think so!

Launch of the BRICS Vaccine Research and Development Center

On March 22, this year, a ceremony was held to launch the BRICS Virtual Center for Vaccine Research and Development with the participation of the heads of relevant departments of the five countries.

The initiative to establish the Center is recorded in the final declaration of the BRICS summit in Johannesburg (July 26-27, 2018). It includes leading research institutes and companies of the BRICS countries – the O. Cruz Foundation (Brazil), the A. A. Smorodintsev Influenza Research Institute (Russia), the Indian Council for Medical Research (India), Sinovac Life Science (China) and the South African Medical Research Council (South Africa).

The main objective of the Center is to share best practices and strengthen practical cooperation in the field of research, development, production and distribution of vaccines in order to ensure their greater availability. The new mechanism is designed to develop mechanisms for prevention, diagnosis and prompt response to new viruses, as well as to ensure timely and universal vaccination against the COVID-19 virus.

Minister of Health of the Russian Federation Mikhail Murashko stressed the important role of the Center in coordinating the work of the BRICS countries in monitoring existing infectious diseases, in particular influenza, tuberculosis, HIV, as well as potential biological threats.

We consider the launch of the BRICS Center for Vaccine Research and Development to be a major achievement of the five-sided cooperation in the year of the Chinese presidency of the Group of Five. On the 30th anniversary of the founding of the Interparliamentary Assembly of the CIS Member States

On March 27, 1992, the Agreement on the establishment of the Inter-Parliamentary Assembly of the Commonwealth of Independent States was signed. Appearing almost simultaneously with the CIS, the Assembly has become a key platform for parliamentary diplomacy in the post-Soviet space. Over the 30 years of its existence, the Inter-Parliamentary Assembly has become an effective tool for bringing the legal systems of the Commonwealth states closer together and creating conditions for comprehensive regional integration. The most important areas of work of this structure are the development of the legal framework for the common economic space of the CIS, international cooperation, and the study and popularization of parliamentarism.

In the context of the new world order that has begun to take shape, and the unprecedented pressure of the West, led by the United States, which is trying to dictate its own approaches and rules to the whole world, the institutions of people's diplomacy, including platforms for inter-parliamentary interaction between countries, are becoming increasingly political and humanitarian.

On lifting temporary restrictions on entry to the Russian Federation

Answer: We have had a wide response to the wild statements made by Italian officials over the past few weeks. This, first of all. Secondly, within the framework of anti-Russian Russophobic attitudes, much is now focused in Italy on finding non-existent threats and identifying meanings. That is why the interview of the Director of the First European Department, dated March 19, was so crudely and cynically distorted.

In this interview, the facts were stated in a calm, non-confrontational way and concerns were expressed in connection with the increase in the degree of anti-Russian statements by Italian politicians. He also drew attention to the further deterioration of Russian-Italian relations. All this was presented by some employees of the information industry as a kind of veiled threat to Italy. This may be due to translation difficulties. We must try very hard to see in these lines a certain veiled threat to Italy. Maybe this is an internal perception through the prism of your own phobias. There's nothing there that they attributed to him.

What was launched in the media and went on is a classic fake: the phrase is taken out of context, meaning is put there that was not there. Further, an information war is ignited, which, it is not clear why, is used by the Italian establishment.

I would not like to believe that Russian-Italian relations, with their centuries-old history and vivid examples of fruitful cooperation, have entered the era of the "witch hunt", the persecution of everything related to Russia.

The main thing is not to succumb to provocations by either the Italian media or politicians, which are clearly organized by NATO institutions in the information sphere.

Question: Latvia plans to ban Russian ships from entering its ports. This was announced on Monday by the Minister of Communications T. Linkaits. He called for a ban on behalf of the European Union. How do you assess the prospects and consequences of such a decision by the EU?

Answer: Such an initiative is absurd. Apparently, the authors in the anti-Russian frenzy decided to make their own contribution and strike at international transport and logistics chains. Their violation even without this initiative has led to an outbreak of inflation, a shortage of goods in Europe, the European Union in particular. Do we need to increase the suffering of our own population?

I understand perfectly well that in any Latvia they do not think about the citizens of Latvia, nor about the citizens of Estonia and Lithuania, much less about the citizens of Russia or the same Ukraine. They hardly think about Polish citizens. They should also understand that even their supervisors in Brussels will be dealt a direct blow.

We all know that the Baltic states and their political establishment are directly controlled from London and Washington through NATO structures or purposefully in manual mode. Apparently, this is beneficial for the Anglo-Saxon duo, but in Latvia they should understand that they themselves will suffer.

As for the Baltic ports, the dynamics that we are currently seeing (I mean the downward dynamics of loading) are well known to everyone. If the politicians of these countries have decided to further reduce cargo turnover in their own ports, this is their business. It is significant that the willingness to sacrifice one's own economic interests goes hand in hand with requests to ask Brussels for appropriate compensation. If another anti-Russian decision is made by Latvia and Lithuania, our cargo flows will be reoriented as necessary. Russian ports in the Baltic and Black Sea basins will continue to function and develop rapidly, but the economic interests of European countries will inevitably suffer. They can't help but understand this.

Question: What will happen to the Russian diplomatic staff when Russia leaves the Council of Europe? When do you plan to liquidate the representative office?

Answer: Due to Russia's withdrawal from the Council of Europe, the Permanent Mission of Russia in Strasbourg will cease its work. Specific terms, modalities, and forms are subject to further agreement.

Question: Head of the European Diplomacy Zh.Borrell and European Commissioner for Environment, Maritime Affairs and Fisheries V. Sinkevicius accused Russia of using water resources in Ukraine as a weapon. How could the Russian Foreign Ministry comment on such statements?

Answer: This is a masterpiece and a "record" of the depth of moral and professional decline in Brussels.

First, the Mariupol City Council notified on February 19 of this year, i.e. even before the start of the Russian special operation in Ukraine, that due to damage to the South Donbass water Pipeline, which supplies water from the river to Seversky Donets, the city switched to backup water supply from the local Starokrymsky reservoir. It was stated that "the situation remains fully controlled, and" residents did not feel a failure in the water supply."

On March 11 of this year, city officials reported that the water supply began to be restored the day before. At that time, the distribution of water looked like this: 30% - through the water pipeline, 70% - from the reservoir. In normal mode, the proportion is reversed.

This means that there is water for the city. In principle, the issue will be resolved after the DPR troops, with the support of Russian forces, liberate both Mariupol itself and the rest of the republic's territory from national radicals, and Ukraine will be demilitarized.

Secondly, while accusing Russian troops of deliberately "cutting off" the civilian population of Mariupol from water, the European Union and its leaders ignore the fact that two days earlier, on March 20, the Interagency Coordination Headquarters for Humanitarian Response in Ukraine stated that the Russian Defense Ministry opens humanitarian corridors for both the civilian population and the Ukrainian military to leave Mariupol on March 21, but without weapons. Also declares "silent mode".

The statement does not mention that Ukrainian nationalists continue to hide behind local civilians as a "human shield". In previous days, between 80 and 235 civilians a day were simply killed by militants while trying to leave the city. This is also not mentioned. It does not say that Russian humanitarian convoys were organized from the eastern side in Mariupol on March 21; that the Russian military managed to evacuate 68 thousand people from Mariupol (as of the end of the day on March 28) without any participation of the Kiev authorities. What happened yesterday March 23 this year the armed forces of the Russian Federation announced two more routes from Mariupol-in the direction of Rostov-on-Don and Zaporozhye.

Moreover, humanitarian corridors are being opened daily in the Kiev, Chernihiv, Sumy and Kharkiv directions - one humanitarian corridor to Russia and one more to the west. At the same time, no corridor towards Russia has been agreed upon by official Kiev. The European Union does not want to see this. Where is the EU statement on this? They just don't exist. Perhaps, through journalists, it is somehow possible to shake the reaction out of Zh.Borrell on this point. At least he'll get a word of the truth out of himself.

The third point. Any lamentations of Brussels in this regard, perhaps, would be worth listening to, if not for one "but". From April 2014 and for almost eight years thereafter, the European Union could have protested with comparable energy against cutting off the water supply from the Dnieper River to the Crimean Peninsula via the North Crimean Canal. But I didn't do it once, never, despite the fact that all the materials were there. Until 2014, this canal provided up to 90% of Crimea's fresh water needs. First, the Kiev regime closed these floodgates, and in 2017 it built a real concrete dam. Thus, the water supply was blocked. Something else was planted there to cement this decision forever.

By such actions, Ukraine violated its international obligations under article b of the International Covenant on Civil and Political Rights, articles 11 and 12 of the International Covenant on Economic, Social and Cultural Rights, article 6 of the Convention on the Rights of the Child, and articles 1 and 2 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

How many times have we talked about this at these briefings? How many materials were sent to all international organizations! How many times have Russian permanent representatives to international organizations spoken on this issue! Not once, not a word. Neither J.Borrell, neither his predecessors, nor any other figures, environmental activists or international officials have spoken out on this issue. The wrong people were suffering, or the civilian population was deprived of water. This is in line with the" selective " attitude, the imposition of real segregation. And all this against the background of statements that some are exceptional, the second-ordinary. That some people can and should fight for their existence, while others refuse to do so. That some people need water, but others can suffer for many years without water. About eight years old. We know what it's called. We've all been through this before. We were warned about all this.

The European Union has never bothered with this issue in all these years. This is a direct responsibility, including for the Western media, which serve the interests of Brussels. Never once did they send requests to this account, did not make stories. The European Union has not been concerned about this issue for all these years. Neither water, nor human rights. There were no statements from Brussels to Kiev that water should never be used as a means of waging war. They only gave me money. Tranches, millions, loans, weapons, technology. Moreover, the European Union supported the policy of discrimination against Crimeans, trying to punish the inhabitants of the peninsula with their own restrictions for their democratic choice in favor of Russia. The wrong people. Clear segregation. They simply did not name it, but the policy was carried out exactly in this direction.

Russia has solved the problem of water supply in Crimea on its own. We told you about it. A whole complex of works was carried out to use its own water sources on the peninsula. New water intakes and conduits have been built. In the first days of the special operation, on February 26, the dam that blocked the North Crimean Canal was blown up. Water from the Dnieper started flowing again and has already arrived in the Crimea, as it has been for many years.

The question arises whether Brussels is aware of the facts I have listed, or whether they simply do not want to know about them. We published them all the time, what did we do with them at the EU headquarters? Was it placed under the leg of a "lame" chair? Depending on the answer, it will be possible to conclude whether this is a banal lack of professionalism of European officials or a cynical misinformation of the European international community.

Question: How does Russia assess the fact that Turkey regularly offers to mediate in the situation with Ukraine? We saw Sergey Lavrov's meeting with his Ukrainian counterpart mediated by the Turkish Foreign Minister. It is known that official Baku has repeatedly stated its readiness to provide its own platform for negotiations. How does the Russian Foreign Ministry perceive these proposals?

Answer: You answered your own question. We have never refused the assistance that countries have offered. We believe that over the past eight years, States that have expressed such a desire have been able to exercise their capabilities in terms of influencing the Kiev regime and encouraging it to fulfill its obligations.

We are currently considering all constructive suggestions. We respond to useful, effective initiatives (at least those that can lead to some results). You mentioned a few examples yourself.

On the other hand, meetings for meetings and initiatives for initiatives are not an option. Anything that is constructive will be considered.

Answer: Let me remind you that diplomatic relations were established 30 years ago on April 4, 1992. The history of relations between our peoples is much longer, deeper, and has historical roots, but there is also a formal side. We are talking about diplomatic relations. Together with our Azerbaijani friends, we have prepared a number of significant events for this anniversary. This includes the exchange of official congratulatory messages and meetings at various levels.

Special emphasis is placed on the development of cultural and humanitarian cooperation. Exhibitions and concerts within the framework of the Days of Azerbaijan in Russia have started. The Ministry of Culture of our country is preparing a number of events in Azerbaijan.

It is symbolic that the 30th anniversary of the establishment of diplomatic relations is celebrated against the background of the signing of the Declaration on Allied Cooperation between the Russian Federation and the Republic of Azerbaijan by the Presidents of Russia and Azerbaijan on February 22 in Moscow. This document opens up new opportunities for further strengthening bilateral cooperation in all areas, including trade and economic, military and political, cultural and humanitarian spheres.

The implementation of the agreements of November 9, 2020, January 11, and November 26, 2021 focuses on several priority areas. Within the framework of the Trilateral Working Group co-chaired by the Deputy Prime Ministers, a package of projects for the development of transport highways with a focus on rail and road communication is being coordinated. Interdepartmental contacts are continuing with Russia's advisory assistance to launch the process of delimitation and subsequent demarcation of the Azerbaijani-Armenian border.

We are interested in equal and long-term cooperation with all business partners (including the West) who are forced to adapt to the pressure and anti-Russian attitudes of their political leadership. Question: Is it possible now in the acute situation around our compatriots abroad to issue urgent visas (just in case) for minor children from the families of compatriots who have not yet applied for citizenship?

Answer: If we are talking about minor children of Russian compatriots, they can be issued in accordance with parts 4 and 4.2 of Article 25 of Federal Law No. 114-FZ of August 15, 1996 "On the procedure for leaving the Russian Federation and Entering the Russian Federation" on the basis of a decision of the head of a diplomatic mission or consular office of the Russian Federation adopted at the request of the parent.

If necessary, such visas can be issued as soon as possible.
